Nació el 7 de diciembre de 1949 en un taxi aparcado delante del Murphy Hospital, Pamona, California, USA. Definido como un cineasta; posee narrativa, describe situaciones, combina géneros, escenifica historias; se podría asegurar que Tom Waits es un catálogo de música americana. Sus influencias fueron el Jazz, blues, gospel. Fue empleado de joyería, vendedor de helados, ayudante de cocinero, bombero voluntario y portero de hotel entre otros trabajos. Solía grabar en cintas todo lo que le rodeaba; conversaciones en bares, sonidos de la calle, etc. Según describe, en esas grabaciones encontraba las letras para sus canciones. Cuando tenía veinte años se ganaba la vida tocando el piano y el acordeón en modestos locales de Los Angeles. Sus primeros discos aparecieron entre 1973 y 1975 -Closing Time, Heart Of Saturday Night y el doble en directo Nighthawks At The Diner-. Los Eagles interpretaron con éxito, Ol '55, una de las canciones de su primer disco. En octubre de 1977, Bette Midler colaboró con él en Foreign Affairs. En 1978 hizo su debut como actor, junto a Sylvester Stallone, en Paradise Alley. Posteriormente actuaría en películas como The Outsiders y The Cotton Club, de Francis Ford Coppola. También compuso bandas sonoras como One From The Heart (Francis Ford Coppola, 1982), por la que fue nominado para el Oscar. Publica a continuación discos como Swordfishtrombones o Raindogs que lo presentan todavía más marginal, pero igualmente aclamado por la crítica especializada. Sacó Bone Machine (1992), que consiguió un Grammy en la categoría de música alternativa.
